downloading overlays didn't work from admin panel when project with different id than default map was accessed

when user cannot manage users information in overlays and users tab in edit project dialog is provided instead of hiding tabs

Pathway uses different type name. Moreover when parent of element is a pathway it's name is pathway (not a hardcoded compartment type)

add_PROJECT privilege changed to MANAGE_PROJECT privilege when checking if user can edit/remove project
