Add saving configuration 

* R/shiny-ui-base.R(obsrv_e,validate,vol_f): New wrappers.

* R/shiny-ui-config.R(saveConfB): Change default filename and
  filetype.

* R/shiny-ui-config.R(input$saveConfB): New observer.
