add setting and middleware to enforce 2fa #358

I couldn't test enabling the 2fa via sms as I didn't receive the text message (maybe I don't have the right credentials anymore) Probably worth checking if that works before enabling this feature. There is a new setting FORCE_2FA to set to True in local_settings.py. Merging this merge request will not enable directly the feature.
