voucher partner shouldn't have options role

Current behaviour: The option to select role appears.

Expected behaviour: It should be hidden like in workers.

Hi, @piotr.gawron , the issue originally said: "It should be hidden like in workers." but in http://localhost:8001/doctors/add/STAFF it also appears (which I think is correct). Were you referring to other site?

It also appears in Health partners. I guess it shouldn't appear either.

You are right it shouldn't appear in health partners as well.
