feat: Add overlays chart for bio entity drawer

Closes MIN-188

Objective

Add ability to show data about element overlays values

What has been done:

• overlays values chart with use of chart.js
• tests

Important:

This PR is based on !78 (merged) as it requires overlays data and colors utils. Please check the last commit only if !78 (merged) is not merged yet
