Changing layering order does not work for entire layers
From what I understand, you can create layers with elements within them, and then reorder the layers ( = groups of elements) to be shown either above or below the diagram. This does not seem to work: elements of layers specified to be 'below the diagram' are still always displayed on top of the diagram.

@pierre.klemmer could you send a small video with screen recording? or a series of steps to reproduce the bug?
2025-03-14 15-55-02.mkv here's a short clip showing what I mean. Essentially, the elements (rectangle, text etc.) in a newly created layer are always displayed on top of the map, regardless of whether that layer is in the 'Layers above the diagram' group or in the 'Layers below the diagram' group.
