implement basic review rules

Miroslav Kratochvil requested to merge mk-review-rules into master

The list is very rough now but:

  • generally corresponds to what we're already doing so it doesn't "break" anything
  • it's finally written down and we can point to it

There's plenty of bikeshedding opportunities here, but unless there's hard issue let's merge this ASAP, we can do fixes later.
