Modifier reactions are incorrectly exported to SBGN

According to the SBGN specification (also implemented in CellDesigner) reactions to the "Phenotype" species should be of Modifier type (Catalysis, Inhibition, Trigger, etc.). Minerva handles them correctly, see Fig 1, red rectangle.

When exported to SBGNML, these reactions are transformed to processes. See Fig 2 shown in SBGNViz,, red rectangle, and the attached sbgn file.

These should be Modifier arcs.
