when user cannot manage users information in overlays and users tab in edit project dialog is provided instead of hiding tabs

compartment is properly resolved when bigger compartment is located in smaller compartment, but click is done on border of the bigger element

Pathway uses different type name. Moreover when parent of element is a pathway it's name is pathway (not a hardcoded compartment type)

add_PROJECT privilege changed to MANAGE_PROJECT privilege when checking if user can edit/remove project
