Move the rfooter plugin to frozen-component

Move _plugins/rfooter.rb from R3/r3-pages!128 (diffs) to: https://gitlab.lcsb.uni.lu/core-services/jekyll-theme-lcsb-frozen-components

and check the ruby code

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
