Completed #181, GFF can have extra fields. Also, SVlen in VCF takes max of more than two numbers (as opposed to min)

corected unit test files for VCF insertions; changed to min instead of max for SV's with multiple vals

...so that namespace "std" already exists when we try to use it,
as it will have been declared by the standard headers #included.
Doing otherwise elicits a warning from clang.

Added jaccard w/ -split and unit tests. Fixed Bam input as bam output bug, added unit test in sample.
